The Environmental Regulations and Policy study is a review and update of the City’s environmental regulations and policies. Project topics include stormwater management, floodplain management, tree canopy, stream buffers, critical slopes, and energy-efficiency. The project will develop a new policy framework, implementation recommendations, and regulatory revisions to align the City’s policies and regulations for natural resources with the Comprehensive Plan.
The City’s Comprehensive Plan implementation priorities include both supporting housing choice and affordability and protecting the natural environment. Since the City’s new Development Code was adopted in 2023, there have been multiple challenges with implementing these Comprehensive Plan priorities, especially for smaller infill sites where it is difficult to accommodate both by-right dwelling units and required infrastructure and trees. Updates to policies and regulations will work to balance housing choice and accommodating projected population growth with protecting the natural and built environments. This project is also an opportunity to find ways to make our community more resilient, especially to increasing risks of flooding and extreme heat.
This project includes a cross-departmental team including staff from Neighborhood Development Services, Public Works, Utilities, Office of Sustainability, and Parks and Recreation. Regulations for property development in the city, including zoning ordinances and ordinances providing for subdivision of land. Includes regulations for development in the floodplain, critical slopes, and tree canopy requirements.

Citywide guiding document with broad policy recommendations on a range of topic areas, including land use, community facilities, environmental stewardship, and housing. Includes Small Area Plans and transportation plans that are adopted as part of the Comp Plan. A five-year Comp Plan review will be completed in 2026.
Framework for how the Charlottesville community can work together to achieve our emissions reduction goals of 45% reduction by 2030 and carbon neutrality by 2050 through building and energy, transportation, waste, and nature-based strategies. Resources and strategies to address the impacts of flooding. Allows the City to apply for Community Flood Preparedness Fund grants through the Department of Conservation and Recreation. The City has been awarded four of these grants to date. The most recent grant award will be used for a Floodplain Management Program review and Flood Resilience Plan update.
Includes stormwater utility, Stormwater Management Program, addressing aging infrastructure, and water quality and quantity management.

Free service that connects community members and businesses in the City of Charlottesville and Albemarle County with rebates and incentives.
This project is kicking off in late 2025 and is anticipated to be a 2-year process. Once staff has additional direction from City Council, a more detailed timeline will be provided.
