Due to COVID-19, applicants who qualified for Rental Relief in 2019 can requalify in 2020 without having to go through the customary in-person application process
CHARLOTTESVILLE, VA - Due to challenges presented by the Coronavirus (COVID-19) pandemic on the administration of the Rental Relief Program for the Elderly and Disabled for 2020, the Commissioner of the Revenue will allow applicants who qualified for the program in 2019 to requalify in 2020 without having to go through the customary in-person application process
Typically, applicants for this program must provide documentation related to income and rents paid in the prior year as well as provide a notarized affidavit. The application deadline has already been moved twice due to the closure of City Hall. The deadline to apply is now September 1, 2020. As the name of the program suggests, applicants for this program are elderly or disabled with underlying health conditions that place them at much higher risk of adverse complications due to COVID-19. The Commissioner of the Revenue has decided that the risk posed to this population justifies a change to the application process for this year.
If you qualified for the program in 2019 and would like to have your application roll over into 2020 using the same income and rents-paid figures AND you still reside at the same address that you did in 2019, please contact the Commissioner of the Revenue’s Office at 434-970-3160.
In addition, Commissioner of the Revenue Staff will be contacting 2019 program recipients to determine if they would like to take advantage of this policy change. Of course past recipients can choose to make a new application for 2020, but they will need to make a reservation to come to City Hall in order to apply in person.

To qualify for the rental relief grant you must satisfy all of the following conditions:
- You or your spouse if you reside together must be age 65 or older, or be permanently and totally disabled as of December 31st of the previous year.
- Your combined income during the previous year of you, and all relatives living in the same home must not exceed $50,000. If you or your spouse is permanently disabled the first $7,500 of your income shall be excluded from your total household income.
- You and your spouse if applicable must have a combined net worth of $125,000 or less.
- You must have paid rent for a dwelling within the City of Charlottesville during the previous year and were a resident of the city on December 31st of the previous year.
