Charlottesville Fire Department announces the promotion of a new Deputy Chief


CHARLOTTESVILLE, VA – On August 1, 2022, the Charlottesville Fire Department will appoint its newest Deputy Chief of Operations, Scott Carpenter. Deputy Chief Scott Carpenter has served the department for over twenty-two years. In his new role, he will be responsible for Emergency Services Operations, Peer Support, Health & Safety, the Chaplain, and serve as the Albemarle County Fire Rescue and University of Virginia liaison for service delivery. He served recently as the battalion chief of Professional Standards.

DC Scott CarpenterChief Carpenter has a Bachelor of Science from Waldorf University in Organizational Leadership. His education includes studies at the University of Virginia (Wise, VA) and the University of North Carolina’s Fire/Rescue Management Institute’s Cohort Program. He graduated from the Charlottesville Regional Chamber of Commerce Leadership Class, Leadership Charlottesville, and the National Honor Guard Academy.

Chief Carpenter is an EMT-Intermediate, an Engine, Truck, and Tower operator, Fire Instructor II, Fire Officer III, Hazardous Materials Technician Level III, Incident Command System (ICS 100, 200, 300, 400, 700, 800), Emergency Vehicle Operations Instructor I, II, III and IV, ITR II, Vehicle Rescue Technician, Confined Space, Swift Water, Drone Pilot, among others.

Deputy Chief Carpenter’s other contributions include over 18 years as a Fire Instructor at Charlottesville Albemarle Technical Education, a life member at the Lake Monticello Volunteer Fire and Rescue (served as fire chief from 2003 – 2015), Fluvanna County LEPC, and a volunteer at Stony Point Volunteer Fire Company.

Chief Carpenter is one of the few chief fire officers in CFD who has completed the USFA O-305 All-Hazards Incident Management Team and coordinated the department's Tactical Emergency Casualty Care program delivery. He has contributed to the implementation of the CFD Drone Program and ensured consistency in the entry level firefighter testing processing. He is ready to ensure continuity of the department's emergency services delivery at the executive level.

We will continue to focus on advancing our 21st-century all-hazards organization by focusing on internal upward mobility and success planning.
